It is better to have only loosely affiliated experts passing a second pair of eyes over legislation. All the better if they are financially independent people. I can go along with barriers to entry being stricter, for there to be fewer and for limited hereditary places, but a lifetime term is definitely good. No one is then jockeying to keep their position rather than just doing what they feel is best.
