It helps to get things done. But it needs to have a high level of oversight to ensure that power is not absurd. Ideally the public should be able to hold their representatives to account, not just at election time.

A perfect system to me has always been a power and efficient authoritarian state that is based on a constitution/bill of rights that it must uphold at all times. If it does not do so then the people have every right to replace the government with a new one.
