Really depends on how helpful the drug is

For example, there could be ground-breaking cancer treatment that scientists wouldn’t be able to test properly and it may/ may not have bad consequences?
Drug and cosmetic companies could try doing more paid/ compensated tests as they’re only doing it for money anyway.
