If the police have to call a higher agency this could scaremonger the public and portray the aggressor/s as powerful and depict the police as incompetent.

Higher agencies will cost more to be on constant standby for high intensity situations, such a militarised force in an urban environment will only escalate the level of crime and will result in more shootouts and the police force as it is now can be used for other uses and act as a multi-pronged unit.
