Every member of society should be given the ability to contribute using their skill set if said skills are in demand (i.e. a Syrian medical professional is exceptionally useful, they are a medical professional). But even those with no skills in demand can and should be required to take a job - any job - as soon as possible, so that they can begin contributing as soon as possible, and should be endowed with all benefits as previously stated in my answers prior to this one, treated in the same way as anybody else in their situation. Also, access to counselling, if necessary (being less damaged by trauma = capable of making greater contributions).
