By having places people can go to use these drugs. This removes drugs from the streets, makes is much safer for people to use (as the drugs will be cleaner) AND drug lords and what not cannot profit off of harming peoples lives due to vast and major addiction. Also, it makes the population more free to do as they want. No one is being forced to do drugs and people should also be warned of what happens when taking drugs!
