The government should ban second home ownership whilst paying 50% rate for property with a mortgage, and 75% rate to people with fully paid mortgages. This housing should then be repurposed as council homes, available to both citizens and immigrants+refugees alongside a streamlined immigration claim process to encourage these people into the workforce.

The immigration system needs to be reformed. By increasing temporary housing, this isn't fixing the backlog problem, it's just allowing it to grow, if the immigration system is effectively reformed to allow asylum claimants to be processed through the system faster, it would mean the state of limbo which has created this housing problem to dissipate.
