The government should ban second home ownership whilst paying 50% rate for property with a mortgage, and 75% rate to people with fully paid mortgages. This housing should then be repurposed as council homes, available to both citizens and immigrants+refugees alongside a streamlined immigration claim process to encourage these people into the workforce.
