Functional skills qualifications should be required from Year 7 to Year 9 with the option to complete GCSEs in core subjects in Year 10 and Year 11. For those not wishing to take GCSEs in core subjects, a greater variety of what would be optional GCSE subjects should be made available and these should be linked to the local area and businesses where possible.
