If you work in a job where this sort of thing could be necessary (eg policing) and it has been previously agreed, and there is no expectation that you answer the phone then I think it’s alright for you work to drop you a text or email.

No, it should depend on the circumstances and the position of the employee within the company. However companies must be made to make an allowance for non-contracted hours being deprioritised over commitments that are important to the employee.

No, but there need to be laws on what employers can contact employees outside of work hours about.

No, but there must be a justifiable cause for them to call, & Employees should not be penalised for choosing not to answer or ending the call.
