No -as long as the local environment is not compromised and alternative ways of working (I.e remote working- whereby you could hire an individual from anywhere nationally) is applicable and appropriate.

No, it's a bad policy, but central government should not provent local authorities from providing incentives if they want to.

Yes, but only if it requires them to give local ownership of the factories and facilities, so if the company withdraws the local employees can take it over

Yes but only if they are SMEs or Small enterprises and receive support to set up in areas of disadvantage in the UK that do not have a disproportionate / negative effect on the enviornment and the population living in that area

I don't think any government should offer incentives to businesses, they will go where is most viable. If they come to any area though they should have a willingness to contribute to the economy of that area
