It's impossible to answer this question without all of the facts, such as what the overall percentage is of people in the UK (not just the % of those that live in London) and what is the number of migrants who have left the UK and what is the difference? I don't thing we should make our policies stricter for refugees but stricter and less appealing for those who aren't in immediate danger, who aren't highly skilled and who come here just because it seems like a better life and prospects than where they live now.

I believe that its best not be naive and evaluating what an immigrants morals, values and beliefs are on important subjects in the UK and if they don't align then they should be put on a programme to help them understand and see if they've made any progress by the end of it, if not they will have to try again and not be allowed to stay in the UK.
