Increasing punishment for illegal drug supply will never have any effect on the demand for drugs, and as long as demand for drugs exists, there will always be people who risk partaking illegal drug supply, no matter how strict the punishment. Therefore, any funding and effort directed toward the increase of punishment for supply is a waste. By legalising drug use and supply instead, it satisfies the demand for drugs without indulging the current environment of illegal drug suppliers.
