Yes but you should require a hunting permit and issue quotas for the amount of foxes that are allowed to be hunted by a person within a year

No. But individuals whose poultry/livestock are damaged by foxes should not be punished for hunting down said fox with a dog as long as it is not exposed to undue suffering.

No, it's cruel, if there is an issue with foxes in an area then the natural predator of the fox should be introduced

If the foxes and Dogs have deadly diseases such as Rabies or if they are severely affect agriculture then it is fine in my opinion, however for entertainment purposes I believe it is extremely wrong
