Yes, a third party oversight committee that doesn’t answer to the government should be able to be petitioned by the government when they wish to examine a company’s algorithm and then the committee will decide the validity of the request. If deemed valid any company that wishes to operate in the UK has to comply.

"Algorithms" is a very broad term. I think Social Media, Content & AI tech companies (i.e. ones where there is a risk to the user on what they are interacting with) should be regulated to ensure that there are protections in place against harmful patterns, data collection, and advertisements. But more generic algorithms (e.g. image/video compression, data analysis, etc.) should be up to the company on what they open-source/patent.
